    近年來,能源危機、生態崩壞等現象層出不窮,全球開始反思,人類發展究應何去何從。
「能源絕非單純自然科學議題,能源更是人文社會科學議題」,實有必要集結人文社會領域學群,共同關心能源發展與綠色內涵,從經濟管理、風險法制、國際外交等面向,將能源覺知與永續意識融入教學與研究。一方面強化專業人才的能源經濟管理能力,另方面促進人文與科技的對話,將能源知識普及於公民社會,讓綠色內涵內化於企業,開創國家永續發展新局。

    「能源經濟管理科技人才培育資源中心」的設置有其急迫性:解決在地問題、回應國際倡議。我國能源進口依存度由1990年的96%上升至2010年的99%。面對能源高度風險與不確定,如何進行策略管理,提升政府預算效能,彰顯社會公平正義,為當前重大挑戰。其次,在國際接軌面向,聯合國倡議「綠色經濟」(Green Economy),融合人類與自然、人文與科技,強調低碳生活(Low Carbon)、資源效率(Resource Efficient)與社會包容(Socially Inclusive) 。

    在追求經濟成長的同時,無須以環境風險、生態破壞及社會分化為代價。政治大學團隊「能源經濟管理科技人才培育資源中心」建置目標,即在導引我國由「褐色經濟」走向「綠色經濟」,培育能源人才,進行師資培訓,促進內需擴大,啟動出口轉進,有效達成綠色成長及永續發展。


    The phenomena of energy crisis and ecological destruction in past decades has brought up an essential question concerning the future of human development. Energy is not only an issue of natural sciences but also an issue of social sciences and humanities. It is necessary to assemble the scholars of related fields to pay attention to energy development and green environment, integrating concepts of energy and sustainability into teaching and research from the perspectives of economic management, risk regulations, international relations and so forth. Through developing higher abilities of professionals in energy economics and management and promoting dialogues between humanities and technology, the knowledge of energy can be more popularized in civil society and the green content more internalized in enterprises.

    To solve domestic problems in Taiwan and respond to international initiatives, it is urgent to establish a resource center of education in energy economics and management. According to the benchmark of global climate risk indicators in 2009, Taiwan ranked the second country with a high risk. Besides, the dependency of energy import in Taiwan rose from 96% in 1990 to 99% in 2010. In facing the high risk and uncertainty in energy, it is really a great challenge to undertake strategic management in increasing the efficiency of public budget and achieving complete social justice. Furthermore, in international connection, the United Nations promotes green economy by integrating mankind with nature, technology and humanities and emphasizing low-carbon life, resource efficiency and social inclusion. Economic growth does not necessarily be achieved at the cost of environmental risks, ecological destruction and societal dissensions. The aim of establishing a resource center of education in energy economics and management at the National Chengchi University is to nurture teachers and professionals to prepare for the transition of brown economy to green economy in Taiwan. The expansion of domestic demand and import will effectively achieve green growth and sustainable development.
